OSD Fails at Restart to WinPE after disabling BitLocker

I have a task sequence that I migrated from 2007 and am trying to get to work in 2012 SP1.  The task sequence is used as a refresh on BitLockered computers.  We run it from the Software Center inside Win7 X64 and the first thing it does is to disable BitLocker and then restart to WinPE and actually install the OS.  The task sequence uses the same boot image and OS wim as my bare metal process that boots from bootable media, but the actual task sequence is different.

The issue is that it's successfully disabling Bitlocker and then it gets to the restart task and I see it start to run the Restart command and then it says it's staging the boot image and I see the download progress which appears to get to 100% and then I get a Task sequence error with an error code of (0x80070005).  There is a condition on the restart command to check if it's already in WinPE by checking the variable _SMSTSInWinPE = False.  I'm not even sure what log to look at for this because I can't seem to find an SMSTS.log anywhere.  The boot image is deployed to the local DP and it has the correct NIC driver for Win8.

Any help would be appreciated.
