No Ip Address after Setup Windows and Configuration Manager

I am trying to run a command line from package after Setup Windows and Configuration Manager TS Step

I get error 70002, and I check and there is no IP Address

This is the most basic apply image TS Possible with one added step.

Any Ideas?
