TS fails but only on One type of hardware....everything else works

I have a DELL E6420 laptop.   Before I ran into issues with our Lenovo X1 Carbon and the boot image .wim I was able to build these Dell laptops.    I had to create a new MDT boot image which works with all of our hardware except the Dell E6420.   I PXE boot the E6420 and as it resolves the task sequnce it dies.  There is a lot of stuff in the SMSTS.LOG that points to a missing mass storage driver but I have confirmed that all E6420 drivers for mass storage are in my boot image.   it also says in the SMSTS.LOG that it can't resolve a package.

Failed to resolve the source for SMS PKGID=MH10003F, hr=0x800700a1

It has this exact error every time I try to build it.  Now, this package is our MDT Toolkit Package.  All other hardware (Dell 780, 790, 7010, E6430) resolve this package and build without error.  This package is on all DP's.  


Questions.

1.  Does it matter in what order you add drivers/driver packages to CM2012?  
2.  If you delete and then re-add drivers (in this case the E6420) is that bad?
3.  If you do delete the drivers, when you re-add them should you create a new name/location so nothing is "stuck" on the previous data?


In my SMSTS.LOG this appears over and over.

so I am at a loss here.  My Task Sequence works on all other Dell hardware except the E6420.   Any hints or ideals would be helpful.
