Why is this command throwing up an incorrect function?

Here is some background info.

The Systems are Windows 7 x64 bit

I am trying to change the keyboard default language to French Canada

The FR-DefaultKeyboard.xml file resides in C:\Windows

If I run the following command manually it works fine.

control intl.cpl,, /f:"C:\Windows\FR-DefaultKeyboard.xml"

running it in a ts gives me an incorrect function, why?. I can't figure it out.
