Windows 7 OSD failing at Starting Services with unexpected reboot

Hello. My environment is SCCM 2012 R2. I have a Windows 7 task sequence that deploys a custom Windows 7 WIM file. The task sequence has been used for a number of years and the Windows 7 WIM file was updated with the latest security update but has been deployed out to many machines without issue since. I have a difficult problem that I am trying to figure out. Recently the build process started failing on a specific model of machine (Dell Optiplex 7020). See the attachment for the error message. The problem is it is only happening at one location. Other locations have not reported the problem. Also, some 7020s built at the problem location do successfully complete but when someone tries to use a USB device on the machine, it becomes unresponsive for up to 20 minutes.

My assumption was that the driver package on the distribution point is corrupt. However, I have removed it and successfully added it back. I also noticed that is a memory dump file. I examined it and it points to the USB drivers. The problem is that I have compared the Windows 7 setup logs with a working 7020 from another location. There are no differences other than the location the drivers are pulled from. There are no errors in the setup logs or SCCM logs. The only items I can found to point to the cause of the failure is the dump file.

Any recommendations on what I should look at next?
