Windows 10 - OSD - Stuck at Hi There

Hi,

I am deploying Windows 10 build 1511 and have come across a problem where once the Task Sequence reboots into Windows I get:

Hi There

Let's get a few basic things out of the way

English (UK)

English (US)

I think this may have been caused by uninstalling the US Keyboard from the reference image.

Would that be the case? And is there a way around this?
