Intel PCC Driver does not install during Windows 10 upgrade

Hi Guys,

During the upgrade, the "Intel Collaborative Processor Performance Control" is not being installed.
output of setupact.log is attached.

We are running Native TS in SCCM R2 SP1, using /installdrivers flag

Any ideas?
