error 0x80070070 during OSD, bitlocker is enabled on the disk prior to OSD. After uopgrading from SCCM 2012 R2 to SCCM R2 SP1

After upgrading SCCM from SCCM2012 R2 to SCCM 2012 R2 SP1 my windows 7 OSD TS's are failing with error 0x80070070.

I am able to press F8 during initial network boot, before running TS, at that point I can use diskpart to clean the disk, then the OSD works as expected. I am also able to boot to Windows 7 prior to OSD and suspend Bitlocker and the OSD works as expected. I tried reconfiguring the partition disk TS step with no luck.

How can I disable the current bitlocker in the TS like it used to do?

I have a step that used to work prior to the upgrade, it was a run command line step that ran the following command prior to restarting in Windows PE

manage-bde -protectors -disable %systemDrive% -rc 0
