In-place upgrade using scripts for OSD showing failed for 1607 build

Can you only use 1511 to do in place upgrades from 7/8/8.1 to win 10 via the MS scripts OSD in-place upgrade?  I can't find information one way or the other.  Logically, when I see you have to upgrade SCCM from 2012 R2 SP1 to current branch (1511) before going to 1606, I can only assume the same is true for the in-place upgrade.

Assuming this is correct and I can only do 1511 in this manner, I have another problem (which I know the quick and fast answer to): I cannot use WSUS to elevate it to 1607 or any future feature upgrades because I have WSUS 3.5 because it is on a separate windows server 2008 R2 and cannot be upgraded at this time.  Furthermore, I'd like to think I could put WSUS onto my SCCM machine, but then I don't know the process to do so or how to configure correctly.

All of that second paragraph is all fine and good, I know  I need 4.0 for wsus to get the feature updates I need but can't do that at this time.  What can I do?  I have a roll out looming and need to know how to get this reliably to desktops.

Please advise.
